Scott Mulhauser is a Partner at Bully Pulpit International (BPI), where he founded and leads the agency's award-winning public affairs work, which was recognized by PRovoke Media as its Global Public Affairs Agency of the Year two years in a row. Based in Washington, D.C., Scott, who has been named a Public Affairs Professional of the Year by Ragan Communications and PR Daily, applies deep policy and communication expertise to 21st century advocacy efforts. He founded Aperture Strategies, which became part of BPI in 2019.
Scott has long held leading roles in presidential administrations, on Capitol Hill, on national campaigns, and in the private sector. He most recently returned to BPI from the Biden-Harris Administration, where he served as Senior Advisor to Commerce Secretary Gina Raimondo.
Before founding Aperture, Scott was the Chief of Staff at the U.S. Embassy in Beijing, representing the U.S. across China and the region while helping run one of the largest and busiest posts in the world. Previously, Scott served as Deputy Chief of Staff to then-Vice President Joe Biden during the Obama-Biden reelection campaign and worked in senior roles in the Obama-Biden Administration, on Capitol Hill, and at the Democratic Senatorial Campaign Committee. He helped run the powerful Senate Finance Committee and multiple Senate offices during landmark policy battles and legislative victories, including the passage of the Affordable Care Act. He also served as Senior Vice President and Chief of Staff of the Export-Import Bank, supporting tens of billions of dollars in U.S. exports and hundreds of thousands of American jobs.
Scott regularly appears in media interviews and panels discussing politics and public policy on topics ranging from developments on Capitol Hill and at the White House to the U.S.-China relationship to the latest from the campaign trail. He is an attorney, an adjunct professor at Georgetown University, and was selected as a fellow by both the Georgetown Institute of Politics and Public Service and the University of Pennsylvania's Perry World House.
