Uloba Independent Living: Make equal rights possible
Uloba empowers 2,000 disabled people across Norway to collectively own and manage their support services.
Since 2017, we've partnered with Uloba, Norway’s largest provider of personal assistance, to fundamentally shift the perception of personal assistance in Norway. While Uloba has long empowered its member-owners to manage their own lives, the prevailing political and social view framed assistance primarily as a healthcare service.
We worked alongside Uloba through strategy development, campaigns, analytical projects, and events to challenge this categorization. Our shared goal was to secure broad recognition of personal assistance not as care, but as a vital tool for self-determination, equality, and full participation in the workforce and education.

Outcomes
Norway voted to incorporate the UN Convention on the Rights of Persons with Disabilities (CRPD) into the Human Rights Act, giving it the highest legal protection.
The government has appointed an expert committee to ensure personal assistance is protected as a right that enables disabled people to participate equally in society.
